Challenge 69 the urban crisis.

The students response why observe that there are two
[00:13 - 00:17]
problems that seem to be emerging. One is a generation gap
[00:17 - 00:23]
that is quite this horrible between the speakers and the young men and
[00:23 - 00:28]
women who have come here to hear them. And also something of a
[00:28 - 00:33]
communications gap. Comments were made by the men and women.
[00:33 - 00:38]
Who came to hear a number of the speakers that we live in a competitive society which is
[00:38 - 00:43]
all very true but they fail to understand that
[00:43 - 00:49]
one must compete on something close to equal competitive
[00:49 - 00:54]
grounds. It isn't fair for a 6 foot 200 pounder to
[00:54 - 00:59]
take my young 10 year old son into a ring and proposed to box or to
[00:59 - 01:04]
wrestle with him. And I submit to you that the one fifth
[01:04 - 01:09]
of all Americans who have to compete with the 80
[01:09 - 01:14]
percent of us that seem to have the full measure of the blessings of this society
[01:14 - 01:19]
are competing not on a very very fair basis of coal and
[01:19 - 01:24]
I think that that's what challenge 69 is all about.
[01:24 - 01:29]
The Wake Forest University a symposium on contemporary American affairs
[01:29 - 01:34]
presents challenge 8:54 the urban crisis. The student's
[01:34 - 01:38]
response. This is the last in a series of nine
[01:38 - 01:43]
programs that seek to focus attention on the problems of American cities.
[01:43 - 01:48]
The topic of this program is the urban crisis from the viewpoint of city
[01:48 - 01:53]
government. On preceding programs we have heard speeches on the
[01:53 - 01:58]
crisis of urban environment the crisis of inadequate education
[01:58 - 02:03]
the welfare system and the crisis of unemployment and underemployment
[02:03 - 02:08]
and speeches on the role of the church and the business community in meeting the
[02:08 - 02:12]
urban crisis. The speaker on today's program
[02:12 - 02:17]
Dr. Barry got a rock is deputy assistant to Mayor John Lindsay
[02:17 - 02:23]
and is the director of the urban Action Task Force of New York City.
[02:23 - 02:27]
Dr. Godhra is co-author of the book New York City in
[02:27 - 02:32]
crisis and is the winner of 12 awards including the
[02:32 - 02:37]
coveted Polk Award. Here now to speak on the
[02:37 - 02:42]
topic the urban crisis from the viewpoint of city government is
[02:42 - 02:44]
Dr. Barry got to run.
[02:44 - 02:48]
Thank you very much it's a pleasure being here this evening.
[02:48 - 02:53]
I don't know how many of you are aware of what's happening or has been happening in
[02:53 - 02:58]
New York City but things have been fairly quiet. It's
[02:58 - 03:03]
been at least one month since our last blizzard at least
[03:03 - 03:09]
a month since I last teachers strike. I think it's been almost ages
[03:09 - 03:12]
since anyone has personally attacked me for either wearing
[03:12 - 03:18]
turtle lakes or interfering with the police or for it.
[03:18 - 03:24]
Hurting were it interfering with some demonstrators and so also seemed like a
[03:24 - 03:28]
lifetime since one of our city councilman last September accused me
[03:28 - 03:33]
personally of financing the entire Yippie television spectacular in
[03:33 - 03:36]
Chicago.
[03:36 - 03:41]
And that's not made up that's for real. As for this latter accusation I'd like to
[03:41 - 03:42]
make it very clear.
[03:42 - 03:47]
That the eminent mayor of Chicago didn't need help from Mayor John Lindsay for what happened out there
[03:47 - 03:52]
last August. Before I went to work for
[03:52 - 03:56]
Marylands in January of 1966 I worked for The New York Herald
[03:56 - 04:01]
Tribune on an investigative series called New York City in
[04:01 - 04:02]
crisis.
[04:02 - 04:07]
I'm often reminded of the opening lines of each of those articles which appeared every
[04:07 - 04:12]
day for four and a half months and each story began. New York
[04:12 - 04:17]
is the greatest city in the world and everything is wrong with it. Now
[04:17 - 04:22]
nearly four years later I'm still convinced that New York is the greatest city in the
[04:22 - 04:27]
world. And despite what I believe the significant progress under the
[04:27 - 04:31]
Lindsay administration there are a great many moments when everything still seems to be
[04:31 - 04:36]
wrong with it. There are for example today where I
[04:36 - 04:42]
was given a tour of the campus where I. Came to the
[04:42 - 04:51]
conclusion that almost every building here looks exactly the same.
[04:51 - 04:56]
Architecturally it might be fine it would be even better if you ran your city
[04:56 - 05:04]
hall out of one of these buildings because the demonstrators or the pickets would never find it.
[05:04 - 05:10]
New York City Hall sticks out and nobody has any trouble finding it.
[05:10 - 05:14]
Most of our problems in New York today are common to all urban centers
[05:14 - 05:17]
or the larger urban centers.
[05:17 - 05:22]
But in New York City because of its size and because of its really unique
[05:22 - 05:27]
population the problems are intensified frequently
[05:27 - 05:33]
in durance and even more than that beyond governmental governmental expertise
[05:33 - 05:38]
to cope with the problems in New York during the last three years under the Lindsay
[05:38 - 05:42]
administration. We have tried to change things to make our city
[05:42 - 05:47]
livable for all the people living in what I consider
[05:47 - 05:52]
in what our press considered a remarkably candid state of the city message earlier this year.
[05:52 - 05:57]
The mayor said and I'd like to quote briefly from it. So I speak
[05:57 - 06:02]
tonight knowing that what afflicts New York is serious. Yet I also speak
[06:02 - 06:07]
out of a conviction which has grown not diminished in the three years I've been mayor.
[06:07 - 06:12]
The New York City is governable that its problems serious as they are do yield
[06:12 - 06:17]
to a determined effort to face the toughest problems head on. We have learned to
[06:17 - 06:22]
do otherwise to preserve peace by ignoring the lemma can bring the silence of
[06:22 - 06:26]
stagnation and can mask the slow decay of vital
[06:26 - 06:31]
services. We have sort of a reverse this process to improve the
[06:31 - 06:36]
quality of life in this town by going to the roots of its dilemmas. We have
[06:36 - 06:39]
done so because it is the only way to make our city better.
[06:39 - 06:46]
In New York during these three years we've begun to make changes in a great many areas of
[06:46 - 06:50]
government. But the most publicity for
[06:50 - 06:56]
our communication system with the press neighborhoods and the relative
[06:56 - 06:59]
stability of these neighborhoods during the last three years
[06:59 - 07:05]
I would be less than candid if I said I'd like
[07:05 - 07:12]
to Reminds me of a story someone once told me standing on
[07:12 - 07:17]
the edge of the red some years ago trying to
[07:17 - 07:22]
how it was going to get the chosen people across before the Egyptians caught up with him
[07:22 - 07:28]
and his educators and
[07:28 - 07:33]
educators look I have this problem I have to get the chosen people across the Red Sea.
[07:33 - 07:38]
The Egyptians are left behind. What can you do for me. The
[07:38 - 07:41]
educators retired for an hour came back and said
[07:41 - 07:47]
we just can't help you. And his generals
[07:47 - 07:53]
after a consultation came back and told sorry there's
[07:53 - 07:57]
just nothing we can do. By this point was getting desperate. The chosen people
[07:57 - 08:02]
had to be taken across the road and. The Egyptians were
[08:02 - 08:10]
real desperation. His most trusted aide was his press agent
[08:10 - 08:15]
and his press a torrent of the problem stared out of the red
[08:15 - 08:20]
and turned back to put your right arm like
[08:20 - 08:25]
this and commanded to recede to the right and put your left
[08:25 - 08:31]
in command the Left press agent turned
[08:31 - 08:37]
and said that's great but will it work. And the press agent looked at him and said How do I
[08:37 - 08:46]
know but I'll guarantee you a page in the Bible.
[08:46 - 08:51]
Aside from the fact that I like this story very much.
[08:51 - 08:56]
I think it's germane in spite of the publicity we've been receiving in New
[08:56 - 09:01]
York as miracle workers in maintaining stability. We are
[09:01 - 09:05]
well aware of the fact that luck whether it comes in the form of an unexpected summer
[09:05 - 09:10]
shower or something even less predictable plays a significant role
[09:10 - 09:15]
in maintaining whatever stability it is that we have been able to maintain. I
[09:15 - 09:20]
think during these troubled times when some people prefer to hide behind
[09:20 - 09:22]
simplistic slogans such as Law and Order.
[09:22 - 09:30]
I'd like you I'd like someone to tell me one rational man who is not following the letter.
[09:30 - 09:35]
I think it's important that we must not ignore the facts and to me the
[09:35 - 09:40]
facts are very clear that as long as conditions existed breed growing
[09:40 - 09:44]
unrest on our college campuses and in our city streets
[09:44 - 09:50]
the potential for disorder the potential for disruption and the potential for violence
[09:50 - 09:55]
will exist. It's the causes that are creating the problems not the people.
[09:55 - 10:00]
It is a Democrat working for a Republican in a fusion
[10:00 - 10:04]
municipal administration in New York. I'm convinced that whatever stability and
[10:04 - 10:09]
progress we've been able to achieve in the city must be attributed clearly to one
[10:09 - 10:14]
man. John Lindsay and his ability to communicate and
[10:14 - 10:19]
eagerness to go out to people and convince them that he cares. Yet what we've
[10:19 - 10:23]
learned in New York it's far more than just caring. He's been able.
[10:23 - 10:29]
To convincingly demonstrate that he will take necessary action
[10:29 - 10:33]
to force change. There is no
[10:33 - 10:39]
painless way to create for our children the city of New York
[10:39 - 10:44]
should and must become a city in which the freedom of the individual and the
[10:44 - 10:46]
welfare of the community exist in harmony
[10:46 - 10:54]
and working for an institution like the city of New York.
[10:54 - 10:59]
Our concern communication commitment and that's really a
[10:59 - 11:02]
commitment. To effect meaningful change
[11:02 - 11:09]
and credibility. Maybe it's simplistic but to me
[11:09 - 11:14]
credibility means or credibility should be
[11:14 - 11:18]
built on promising nothing that you can't deliver and delivering everything
[11:18 - 11:21]
that you promise rather than a
[11:21 - 11:28]
promise or anything and give if you're going to run and
[11:28 - 11:30]
you've got to give us our pay.
[11:30 - 11:39]
In New York a bus trip that has been promised to take
[11:39 - 11:44]
60 youngsters to the country for a day is worth a lot more in
[11:44 - 11:49]
developing communication and credibility and relations between an institution and a
[11:49 - 11:54]
people. If that bus arrives on time and takes youngsters to a country
[11:54 - 11:59]
then I best park a park or a new school that's built months or years
[11:59 - 12:04]
later than it was promised. Last spring one evening in Harlem I had
[12:04 - 12:09]
dinner with someone by the name of Omar Ahmed Omar media in New York has
[12:09 - 12:14]
labeled leading Harlem militant. That's in quotes. The reason I
[12:14 - 12:20]
say it in quotes is that our press in New York now. Has gotten it down to.
[12:20 - 12:25]
Almost every block has in the media's vision a militant so that you read in the
[12:25 - 12:29]
paper that this demonstration was led by an East Street militant.
[12:29 - 12:39]
Anyway Omar started I've been a nationalist since I
[12:39 - 12:44]
was 10 since I was 12 and a killer trained your
[12:44 - 12:48]
American army since I was 16. I mean
[12:48 - 12:54]
and I'm convinced that I will probably have to kill you in three because our race
[12:54 - 12:58]
is never going to change.
[12:58 - 13:01]
I can tell you there was nothing I learned at Columbia preparing
[13:01 - 13:07]
kind of a discussion.
[13:07 - 13:11]
Finally I answered. OK that's three years from now
[13:11 - 13:17]
what do we do in the next three years. I
[13:17 - 13:22]
think in this world I've learned to inhabit a world of
[13:22 - 13:25]
churches and cellars and
[13:25 - 13:32]
after places that dinner meeting with communication one
[13:32 - 13:37]
knowing one being able to respond. But more than being able to
[13:37 - 13:42]
respond to what he was saying what he was saying on the table and what he
[13:42 - 13:47]
was saying between the lines that pretty much is what my life and what the urban Action
[13:47 - 13:53]
Task Force which I had in New York.
[13:53 - 13:57]
The previous president at San Francisco State.
[13:57 - 14:05]
Who educators tell me is it is and was a fine man.
[14:05 - 14:10]
The man who was there about six months I don't remember his name was quoted as saying
[14:10 - 14:14]
just before he gave up the situation out there.
[14:14 - 14:18]
The communication will not solve all problems but few problems can be solved
[14:18 - 14:23]
without meaningful communication. If there's anything I've
[14:23 - 14:29]
learned in my three years it's that institutions have to learn to communicate.
[14:29 - 14:34]
For us in New York and for the mayor of New York to fax became very obvious
[14:34 - 14:38]
to us in that first summer of ours the summer of nineteen sixty six
[14:38 - 14:43]
The first was set in New York there was little or no meaningful coordination among city
[14:43 - 14:48]
agencies and planning to head off disturbances or in responding
[14:48 - 14:53]
to community problems to prevent them from escalating into disturbances. The
[14:53 - 14:58]
failure of the city government to act jointly or departments to act
[14:58 - 15:03]
jointly or to even share necessary information was most evident in the
[15:03 - 15:08]
relations between our police department in New York and other city agencies. In
[15:08 - 15:13]
effect that as late as 1966 in New York the New York
[15:13 - 15:18]
Police Department was totally isolated from the rest of government. Yet in New
[15:18 - 15:22]
York the police were increasingly being called upon to deal with tensions and
[15:22 - 15:26]
citizen complaints that had little if anything at all to do with police
[15:26 - 15:31]
responsibilities. In effect in New York the focus of community
[15:31 - 15:35]
tension had turned away from the charges of over
[15:35 - 15:40]
police brutality to the overt acts of
[15:40 - 15:45]
bureaucratic brutality in New York the police were being called upon
[15:45 - 15:51]
to deal with. People. Will be upon
[15:51 - 15:55]
to deal with people angered over filthy streets
[15:55 - 16:00]
dated housing and inferior schools. The precinct captain is
[16:00 - 16:05]
patrolling had no responsibility for creating these conditions and no
[16:05 - 16:07]
resources to correct them.
[16:07 - 16:12]
The police were the arm of government that the mayor of the city of New York was using to
[16:12 - 16:17]
respond to them. A similar. Example would be a Columbia
[16:17 - 16:22]
University to digress for a moment. The problem is a Columbia University
[16:22 - 16:27]
or any university cannot be said by police. The problem is going to be there whether
[16:27 - 16:32]
you bring the police on the campus or not. Yet the city government
[16:32 - 16:39]
faced with a city government faced with people. Who are
[16:39 - 16:43]
disturbed because the garbage is lying in their streets necessary to sit down in the
[16:43 - 16:48]
street. Invariably don't get their street cleaning
[16:48 - 16:55]
the city instead of sending garbage trucks for whatever the reason usually sends police.
[16:55 - 17:00]
It's not something like that would be no more unacceptable to me whether in government or out of
[17:00 - 17:05]
government. If your streets are dirty you ought to be sending garbage trucks. If there are
[17:05 - 17:10]
problems on my campus the campus should be able to solve the problems.
[17:10 - 17:15]
The second factor we learned in New York. Was equally significant and is
[17:15 - 17:20]
potentially explosive. A serious communications gap existed
[17:20 - 17:24]
between the city government and the residents of our deteriorating neighborhoods
[17:24 - 17:30]
in New York the communications gap was felt two ways one
[17:30 - 17:35]
the residents of our lower income neighborhoods found it extremely difficult if not
[17:35 - 17:39]
impossible to break through the bureaucracy to receive desperately needed
[17:39 - 17:45]
and deserved municipal services. The second effect was equally important.
[17:45 - 17:49]
The city administration was too isolated and too weighted down by red tape
[17:49 - 17:54]
to hear or truly understand voices throughout the city asking for
[17:54 - 17:59]
change. These two factors the isolation of the place from the rest
[17:59 - 18:04]
of government and the lack of communication between government and the people. That
[18:04 - 18:09]
government is supposed to exist. For. These two factors convince the
[18:09 - 18:14]
mayor that a radically different approach was needed to meet these potentially explosive
[18:14 - 18:18]
problems. In response the mayor announced in April of
[18:18 - 18:22]
1967 the creation of something called the summer task force
[18:22 - 18:28]
and a series of local task forces and the most oppressed communities of our city.
[18:28 - 18:33]
The task force primarily was the presence of city government. The presence of the
[18:33 - 18:38]
mayor in a very dramatic and hopefully effective manner. It is an
[18:38 - 18:42]
attempt an approach a system to make an already
[18:42 - 18:47]
existing city agencies operate more effectively and with greater
[18:47 - 18:52]
involvement of the people of the city. The task force is a mechanism designed
[18:52 - 18:57]
to make the local agencies of city government more responsive on an immediate and direct
[18:57 - 19:02]
basis. The community needs and desires in the same way that the mayor of New
[19:02 - 19:07]
York had gone to the streets of the city and had taken his commissioners along with him.
[19:07 - 19:12]
He was now attempting through these local units called task forces to bring
[19:12 - 19:17]
local agency achieves and administrators into direct and continuing and
[19:17 - 19:22]
meaningful contact with the people that they were being paid to serve. The
[19:22 - 19:27]
task force provided the mayor with a direct and immediate link to the most troubled and
[19:27 - 19:32]
the prime neighborhoods of our city and it likewise provided the neighborhoods with a direct
[19:32 - 19:36]
line to city hall. In effect the task force could become an effect of our
[19:36 - 19:41]
eyes and ears. For the good. Of the mayor and a potential rabbi at City
[19:41 - 19:46]
Hall for the community. The neighborhood now had a friend at City Hall only
[19:46 - 19:51]
accessible and hopefully concerned at all times. Suddenly in the
[19:51 - 19:56]
most oppressed areas of our city. Community people were beginning to
[19:56 - 20:01]
make things happen. Granted they were very small things.
[20:01 - 20:06]
Whether it was a garbage in one street. A light in one
[20:06 - 20:10]
park or one single place St.. But for the most part the
[20:10 - 20:15]
government's response to these problems was significant and the double lines of
[20:15 - 20:20]
communication and trust in potentially troubled communities.
[20:20 - 20:25]
What is the task force structure meant to us in New York. In the short run it has played
[20:25 - 20:30]
an effective role in easing neighborhood tensions and helping maintain the stability
[20:30 - 20:35]
of our city. It is in the long run that the task force is significant in
[20:35 - 20:40]
New York and to every city in the United States for the task force concept
[20:40 - 20:45]
is a step forward in the decentralization of city government. From here on in
[20:45 - 20:50]
city government whether it's in Winston-Salem or in New York City or Wilmington
[20:50 - 20:55]
Delaware or Detroit Michigan city government no longer can
[20:55 - 20:59]
survive by remaining isolated behind the walls of a single city or.
[20:59 - 21:04]
City Hall today must be where the people are. In poor neighborhoods and in rich
[21:04 - 21:09]
neighborhoods. And it must be responsive 24 hours a day 52 weeks a
[21:09 - 21:14]
year. Today the urban task force is a year round operation in New
[21:14 - 21:18]
York recommended as a model to other cities by the National Advisory Commission
[21:18 - 21:23]
and civil disorders main vehicle of communication throughout the city.
[21:23 - 21:29]
There's no doubt in our mind that the concept has worked in New York. Indeed the mistake we
[21:29 - 21:33]
made was in underestimating the need for this kind of dialogue and communication
[21:33 - 21:39]
where the need was most immediate and most obvious within the lower income neighborhoods of our
[21:39 - 21:44]
city. It is now apparent to us that not only lower income people
[21:44 - 21:49]
feel that they have lost touch with their city that their city government doesn't give a damn about
[21:49 - 21:53]
them or their problems. That is why in New York we've begun to expand the
[21:53 - 21:59]
concept of the program to operate in neighborhoods throughout our city.
[21:59 - 22:05]
All of these efforts are being nice to say that all of these efforts.
[22:05 - 22:10]
Would have made New York City a place in which there are no tensions and which even
[22:10 - 22:16]
the tensions will lessen and the discomforts of city life would disappear and.
[22:16 - 22:20]
Could be quite candid in some ways they both increased. I think the
[22:20 - 22:25]
reason is. You cannot really try
[22:25 - 22:30]
to change the way a city works without running into opposition without
[22:30 - 22:35]
running into the lane without running into frustration. You cannot try to build
[22:35 - 22:39]
roads out of poverty and despair when no roads ever existed before
[22:39 - 22:45]
without kindling flames of discontent. A discontent which has been lying dormant
[22:45 - 22:49]
for decades. You cannot ask people to talk to their
[22:49 - 22:54]
government and to their elected officials without being willing to really
[22:54 - 23:00]
willing to listen not only to new unpleasant voices. But to the
[23:00 - 23:05]
new angry voices voices which are sometimes dangerous and irresponsible.
[23:05 - 23:10]
What is important is that our government and our mayor in New York City has been
[23:10 - 23:14]
trying to listen has been trying to communicate. And has been trying to
[23:14 - 23:19]
change. As a great poet Langston Hughes wrote. What happens to a
[23:19 - 23:24]
dream deferred. Does it dry up like a raisin in the sun or fester
[23:24 - 23:29]
like a sore and then run. Does it stink like rotten meat or crust
[23:29 - 23:33]
and sugar all over like a syrupy sweet. Maybe it just looks like a heavy
[23:33 - 23:38]
load. Or does it explode. I've learned much in my three
[23:38 - 23:43]
years working for Lindsay and walking the streets of the city I grew up in but
[23:43 - 23:48]
never really knew. I've learned that the black militant. I think that
[23:48 - 23:52]
it is very important that we do not confuse the term
[23:52 - 23:57]
militancy. And the term extremism. Which the
[23:57 - 24:01]
tendency is to do or there is a tendency to do. But I have learned that the black
[24:01 - 24:06]
militant wants nothing different from what the Jewish philosopher Hillel
[24:06 - 24:12]
wanted when he wrote If I am not for myself who will be for me.
[24:12 - 24:18]
If I am only for myself what am I. If Not Now When.
[24:18 - 24:23]
Lorraine Hansberry in a letter written in 1962 came closer
[24:23 - 24:28]
to express expressing the feeling of her people and the turmoil
[24:28 - 24:33]
of our times than I could ever do and I'd like to just quote briefly from.
[24:33 - 24:38]
The acceptance of our present condition. It's the only form of extremism which
[24:38 - 24:42]
discredits us before our children. The negro north and south does not
[24:42 - 24:47]
want or expect anything less nor anything more than his birthright. We
[24:47 - 24:52]
have put this labor oceans of sweat in measurable blood into
[24:52 - 24:57]
this America for generations. It is ours. We want our part in
[24:57 - 25:02]
full measure. That is all. Some of our critics in New
[25:02 - 25:06]
York and which we have one or two. Have
[25:06 - 25:11]
labeled the task force approach a Band-Aid approach to social
[25:11 - 25:16]
change and rejected it for this reason. I think this
[25:16 - 25:20]
criticism would be very valid if we view the concept as an ultimate solution
[25:20 - 25:26]
rather than as a step or a bandaid toward the solution. In my view a
[25:26 - 25:31]
doctor has a responsibility an obligation to use a Band-Aid or whatever else
[25:31 - 25:35]
is available to keep a person from bleeding to death. In the same
[25:35 - 25:41]
vein. In my my view is that a government or a government official.
[25:41 - 25:45]
Has a responsibility and the obligation to use a Band-Aid or whatever else is
[25:45 - 25:50]
available to keep the city from bleeding to death. I think the important thing is
[25:50 - 25:56]
the realization that in either case the Band-Aid cannot last forever.
[25:56 - 26:00]
We struggle in New York. With Band-Aid methods to build up
[26:00 - 26:05]
communication and dialogue among our people of our city. We must begin to make
[26:05 - 26:10]
significant and visible change in the lives of all of our people. To do this
[26:10 - 26:15]
we in New York and the mayors of our other urban centers need help. Our
[26:15 - 26:19]
cities in our states no longer have sufficient or even adequate revenues to
[26:19 - 26:24]
do the job. Before it's too late for our cities. Help must come from the
[26:24 - 26:29]
corporate sector. And more important from our federal government. The time
[26:29 - 26:34]
in my mind has come for our country to rearrange its priorities or as one of my friends in
[26:34 - 26:39]
Harlem says to finally start taking care of its business. I think also the
[26:39 - 26:44]
time for studying the problem is long overdue. The report of the National
[26:44 - 26:51]
Advisory Commission on Civil disorders. And to digress just for a moment.
[26:51 - 26:57]
